Because some dumb idiots based all of the time in the world on a 32-bit integer that represents the time since 1970, we're going to hit the limit soon. 2038 is when the time value for most browsers, applications, or anything that uses time really will break completely and run into errors.
A lot of stuff. File systems rely on 32-bit integer time representations for inodes, so say bye bye to your homework folders. That also includes any 32-bit binary files (bye bye to minecraft), databases (no more funny google) and query languages like sql (no more funny).
It's really not a big problem since we can just switch to using a 64-bit based time variable, which will give us about 292 billion years, so we should be good for about 21 times the age of the universe. A lot of sites have already switched over since practically noone uses 32-bit systems anymore. It was the same garbage with y2k but it really wasn't that big of a deal, just people freaking out about it. Humanity is pretty good at dealing with our problems when faced with rapid and iminent danger (part of the reason why climate change hasn't been dealt with because the danger is not immediate).
